Tom has worked tirelessly as a member of the Chicago Metropolitan Agency for Planning (CMAP) Environmental Committee and the City of Waukegan to advance clean air, clean water and brown site cleanup in Waukegan and throughout Lake County. His efforts include:
  • Led the efforts for the City of Waukegan to sign the Paris Agreement, Chicago Climate Charter, the Greenest Region Compact 2 and the Mayors Monarch Pledge
  • Serves as Lliaison to the Metropolitan Mayors Caucus Environmental Caucus, the Climate Mayors, and the Great Lakes and St. Lawrence Cities Initiative
  • Led the passage of Waukegan’s first ever Sustainability Plan and the Complete Streets Policy to enable equal transportation access to all users
Tom is a staunch supporter of ethical leadership. As the youngest Democratic Party leader in the state, he helped lead necessary reforms by voting to replace Michael Madigan with new ethical leadership. In Waukegan as Chief of Staff, Tom helped create the first ethics code update in over 40 years, oversaw the government consolidation of the Beach Park Drainage District, and he instituted video recording for all City Council committee meetings. In Springfield Tom will work to advance comprehensive reforms including:
  • Campaign finance reforms, so you have an equal voice, not just wealthy donors
  • Extend Freedom of Information Act rules throughout state government to ensure greater transparency
  • Outlaw political insiders from using loopholes to launder money to themselves and their allies
Tom has a long history of supporting and advocating for the rights of women and minorities. Endorsed by Personal PAC, a leading Illinois pro-choice organization, and a member of the Men4Choice advocacy group, Tom believes that women should have unconditional reproductive freedom. Tom will continue to think about, speak about, and engage in the fight for equal and equitable access to government services including:
  • Ensuring that reproductive freedoms in Illinois are ensured regardless of Federal issues
  • Advocating with State and Federal officials to pass the Equality Act
  • Support efforts to eliminate restrictive barriers at all levels government
